Kay I remind you that on June 24th (six days
after your statement in the House of Commons) you
addressed me as follows in your telegram No. 111?
"You will no doubt report to His Majesty's consuls considered views of Corps Diplomatic on
findings of their commission including some state-
ment which can be published. If police organization
is to blame we should presumably make frank adni 3-
sion as a guarantee of our good faith and of inten-
tion to remove any legitimate cause of resentment
without delay."
I have since then always acted on the assumption
that heads of legations were expressing an opinion on
roport of their delegates which naturally included
recommendations for removal of what they found to
be partial cause of the trouble,
I understood from your telegram No. 18 to
Shanghai that your influence was being exerted to
induce Shanghai municipal council to accept our
recommendations; and that generally you would approve
ary solution which avoided public breach with
